svn cannot open db/txn-current-lock permission denied

I installed SVN with apache module as SVN Server for using in our team. After installing SVN Admin in Webmin for visual configure svn, I got error in commit new file/folder to repository.
I think cause of problem is user permission in repository directory: SVN Admin make repository with csvn user but apache can't write in repository folder.
How can fix this problem?
