How can i change access to repos? I go to Add new Accessrule but i can setup only

I'm sorry, but this is not the focus for "SVN Admin". The using of SVN_ACCESS_FILE is for access to the repositorys by http etc.
What you want is a "ACL Acessmanagement" for the SVN_ACCESS_FILE under UX-Rights.
These rights must be anymore setting by root or the equivalent User.
