Is this something we should try to do for 1.2 (or whatever we call it)?

My initial thought is to make some of these things more configurable, 
then provide a few different WebMacro.defaults files.  Maybe:
    WebMacro-servlet.defaults
    WebMacro-standalone.defaults
    WebMacro-lightweight.defaults (minimal #directives and $functions())
