#105 New Moderator remains in Web conference after it's terminate

Steps to recreate:

1. Login as moderator and create a conference where the WEB checkbox has been
selected.
2. Forward the appropriate link received in an email to 2 more participants and
have them join the meeting
3. Transfer control to one of the participants
4. Original Moderator ends the meeting

Actual Result: The 3rd participant is getting logged off the webconference but
the new moderator remains

Expected: Either take away the rights of terminating meeting from the original
moderator once control was passed to another user
OR
have the meeting terminated for all users, including for the new moderator
