Chat still enabled for Participants after moderator disabled it

Steps to recreate:

1. Login as moderator and create a conference where the WEB checkbox has been
selected.
2. Forward the appropriate link received in email to participant and have him
join the meeting
3. Have moderator disable the chat from his webconference session
4. Have the participant still try to send message through Chat functionality

Actual Result: Webconference participants can still send message successfully
and they are being received by moderator even though Moderator has disabled
Chat function

Expected Result: I expected that participants would not be able to use the chat
functionality while disabled by moderator
