While visiting family in a rural area, I was only able to get a 26.4 kbps connection over dial-up. Vista was useable, but there were certain tools that took a while to load. Chat in particular was a really long wait, but I'm in agreement - building a course over dial-up isn't my cup of tea in Vista... although, being so accustomed to broadband - I'd likely be grumpy doing it in CE or any web environment for that matter.
