#16 Set date / time format per user

Hi,

I've patched WebCollab so the admin can set the time /
date format on a per user basis.

There is only two formats at the moment, UK (d-m-y) and
US (y-m-d) which it was set as.

Hope people find this helpful, and the attached diff
file was done correctly - this is the first patch I've
ever done :) But plan to do a lot more.

Just found that i shouldn't changed anything in the
date_to_datetime function in the time.php file - uploaded
the changed diff file with this removed.
