#113 User Self-Registration

Add link to Login page that will take a user to a form where they can register themselves. The form should include some sort of CAPTCHA or spam-bot deterent.

The user would not be activated until the Administrator approved them.

The Site Administrator would be emailed when a person registered. He could then go to the Manage Users screen, and see the new Registrants in the same area/section that Deleted Users are displayed until they are permanently deleted.

This way, the Admin gets to approve self-registrants, and then edit them to assign them to any user groups if that is what he wants to do.
