Make sure you request ONE feature per FR. This will help a lot to keep them all tracked. Multiple FR's in on FR may easily get lost.
Make sure you describe as good as possible so that it is reproducible for the developers. Otherwise it might get not implemented/fixed. Also, it delays the development.
Generally you can attach samples (e.g. screen-shots, an exported configuration files...) so that the FR is easier to understand (which is most welcome!). Make sure you don't attach sensitive data tough.
Possible states of FRs are as following:
"open" >> You have filed a FR
"unread" >> Developers have seen you filed a FR but were unable to read though it (yet)
"accepted" >> Developers agree with you and will start development
"pending" >> Something is unclear and questions/clarifications are raised by the developers >> FR is delayed and not further processed until answered.
"closed" >> FR is implemented and will be available with the next release
"wont-fix" >> FR is either invalid or developers don't agree. It won't get implemented (a reason is given). >> FR is closed.
Once a decision can be made about the effort of the implementation a target milestone will be assigned which is:
Future_Release >> Most likely not the next, but any future release (i.e. a time consuming implementation). This is certainly the case if the issue requires massive re-factoring.
Next_Release >> The implementation / fix will be available in the next release. This applies mostly if the implementation took place and the issue is closed.
invalid >> There are clarifications open so its not decided yet how to proceed and if the issue will be taken care at all. This is the case, when there are remaining open questions, when the issue is not reproducible etc.. Issue reporters should check the log in that case and try to help understanding the issue.
You cannot re-open old FR's, so please also don't comment on old/closed FR's. Instead, just file a new one.

Feature requests (FR) can be filed at the corresponding section:
https://sourceforge.net/p/webchangemon/feature-requests/
...this applies to bug-reports (BR), too.
