#542 Add Option "Disable user calendars (only Public Access)"

For setting up just one public collaborative calendar a option like "Disable user calendars (only Public Access)" would be useful. There should be only one calendar at which diffenrent users (anonymous and registered) can work on together, in the same way people work on a wiki.
