Time Zone don't work

#2744 Time Zone don't work
I installed webcalenar in my office. After setting the time zone on rome / europe, I realized that the setting is +4. In this mode, when I export an event in vcalendar, the event is delayed by 5 hours. How can I correct the problem? Additionally, the event time does not appear to be correct with that time zone.
