#34 error dor {file} with "&" ?

It seems when a file with "&" in it's name is used in
a wiki page, an error happens.

E.g. on

http://1org.ca/wbdev/tiki-index.php?page=test+page+2

{file name="Instructions for Sign Out & Hand Back.doc"
page="test page 2" desc="file with & in it"}

The file attaches OK.
