Webmin running in ssl in RedHat 9

I have no troubles getting ssl going in ver 8, but because ssleay needs an exact version of open ssl it wont install in ver 9.

Does anyone know how to fix this, maybe a version of ssleay that supports openssl-0.9.7a-2?
