No

When creating a new vhost, it is possible to uncheck "Allow access to this directory" (the docroot), which results in no <Directory ...> Allow from all </Directory> to be added to an apache vhost. This mistake however cannot be undone by means of editing the vhost, as there is no corresponding checkbox in http://localhost:10000/apache/virt_index.cgi. Am I just missing something, or is it indeed so?

You can actually undo this (and make lots of other changes) at Directory /whatever -> Access Control -> Restrict access, by changing the "Allow" to "Deny"
