#21 suexec/user/group warning messages

When using suexec (1.3: not tested with apache 2.0's
mod_suexec) and entering numerig UID or GID numbers
into the "User and Group" form, the values inserted
into httpd.conf causes apache to spit warning messages
saying that end-of-line comments are not allowed etc. A
more proper way to tell apache about numeric ID:s is to
use quotes. For example:
User "#1004"
instead of just
User #1004

Sure - it's just a warning... BUT this output goes to
stderr and webmin interprets this as if the startup
FAILED, causing all sorts of confusion.

As I notice this is not fixed in the currently
available development version (1.109?) either, here's a
patch for core.pl to both read *and* update the values
with quotes.

    /usr/share/webmin-1.121# patch -p1 <
    ~/dev-webmin_apache_core.pl-quote_uid_gid.patch
    patching file apache/core.pl

    The patch still applies cleanly to webmin v1.121.
