Webmin uses self-signed certificates, which are often blocked by browsers due to security reasons. You can buy a real certificate and use that if you have multiple users (namecheap do 'em pretty cheap) but if it's just a single developer or a small team you should be fine.

You'll have to add an exception to IE9 to allow it through, you can follow the "workaround" on this page: http://support.microsoft.com/kb/931850 or use another browser.
