Please google about the problem in Ubuntu 11 after a power loss - it boots differently
 
And believe me, in Ubuntu the new service will not run as created using Webmin UNLESS you do manually the  update-rc.d

update-rc.d has nothing to do with upstart.
And I fail to see, how booting system after power loss is different from
normal booting.
