A minor change to cron module to support fcron should
be possible. Webmin would support users.

Then their could be a module in usermin for users
support.

    Would this mean that resellers/endusers could have full
    CRON access? If so, it's really needed!

    Fcron works off of the per user method. Users can also have
    cron access in fcron. But most users would need this access
    to it for say fetchmail and gotmail use. If you don't want them
    to have access, all you have to do is add them to the
    fcron.deny file.
