    I run webmin/Virtualmin/Usermin.
I need to be able to restrict certain virtual server users to only having access to Usermin.
However, they need to be able to install their own website SSL certificates.

I dont want Owners of "Static html" websites to have access to either webmin or virtualmin dashboards as the only things they need to be able to do is use,

    1. file manager
    2. SSL certificates
    3. login>change password

How can this be done in Usermin?

U'll need Virtualmin for #2 and #1 also if I'm not mistaken, so you have to rethink your plan.

Are the "Static HTML Websites Owners" reside on different domain (virtual-server user) or under the same?

Users in Usermin can not request SSL certificates, and surely shouldn't have access to such functionality. Only website (domain) owner can and should be able to do it.

You might be interested in checking:
    1. Restricting access to certain features in Virtualmin/Administration Options/Edit Owner Limits. - in particular Allowed capabilities and features tab.

    2. Also, you can prevent server-owners from seeing Dashboard sysinfo by going to Virtualmin/System Settings/Virtualmin Configuration in particular Show system information to domain owners and resellers? and set it to No.
