I'm not sure I understand the webmin backup options and what they are meant to do, or there is a bug.

I select all modules, tick webmin modules, untick server configuration files and tick extra files (and add my custom theme directories as webmin doesn't seem to back them up otherwise). This just backs up my extra directories, /tmp/backup-config-manifests and /etc/webmin. Nothing else.

If I do the same with server configuration files ticked then I get in /etc directories apache2, ...postfix, etc.. All stuff I would have expected to be backed up with just webmin modules. And

I also get fstab, network/interfaces, etc. which seem dangerous to save and I reckon trash any restore. I should explain I'm testing restoring with a new VPS. I think it is not unreasonable, in the event of need restore, to be rebuilding on a new VPS so you can test it before making it live. Backup/restore is also a common way to move VPS companies. And virtualmin restore seems to work ok as it rebuilds rather than just overwrites which I assume is what it happing in webmin restore. I can't tell since when I restore it trashes the VPS.

So how is it meant to work?

A bit more info. I've had some success with selective restore. That is leaving out

    Disk and Network filesystem
    Network Configuration
    Network Services
    Network services and protcols

At least leaving those out doesn't seem to trash the VPS. It doesn't restore the firewall but that's presumably dues to what I've left out. It also doesn't seem to restore webmin scheduled backups. I reckon this is because /etc/webmin/backup-config is missing from the backup which seems like a bug.
