I¹ve set the umask setting to 022 in both the File Manager Configuration and
the user configuration, however for some reason all files created under the
File Manager come out with 750 permissions.
Please help!

Exactly the same happens to me using the "Upload and Download" module since I upgraded to 1.73 on all my servers (they are Debian 7, amd64). Before they were always uploaded with 644 permissions, while now they are uploaded with 750.

I just created a bug ticket: https://sourceforge.net/p/webadmin/bugs/4542/
For everyone interested, Webmin's developer Jamie Cameron just closed the ticket saying that the bug will be fixed in next Webmin release :-)
