Assuming you are actually trying to install webmin, you
should use
the webmin-1.030-1.noarch.rpm file instead. The .src.rpm is
for the
webmin source code ..

In that case, the .rpm file probably wasn't downloaded
properly or full.
It should be 6500238 bytes in size.
If re-downloading doesn't help, try the .tar.gz version of
webmin instead.
It is really easy to install as well ..
