I can create cron jobs and save them, however upon attempting to edit them the command line is cleared out.

That is very unusual ... what's the actual cron job command?
There are multiple but one command is
Sudo emerge - - sync
Ran every night at 1am to get the latest updates for gentoo.

I found the error...... its under #command to run in edit.cgi
missing $ for the following command:
&ui_textbox("cmd", job->{'cluster_command'}, 70), 3);
Should be: &ui_textbox("cmd", $job->{'cluster_command'}, 70), 3);
You're right! I missed that this was in the Cluster Cron module ..this fix will be included in the next Webmin release.
