As you can see at the following topic https://sourceforge.net/p/webadmin/discussion/600155/thread/38f71900/ since Webmin 1.73 files are uploaded with chmod 750 instead of 644 as they used to.

    Try setting different default permissions at Webmin -> Webmin Configuration -> Advanced Options -> Umask.

    I've already tried: that setting seems to be completely ignored (after having set it to 022 the new uploaded files still have 750 chmod)

    There is also a per-user setting in the file manager that can apply - you can change it at Webmin -> Webmin Users -> root -> File Manager -> Umask for new files.

    Umask for new files in user configuration was already set to 022. I double checked and both the global config and the user config are set to 022, but the files uploaded using File Manager or Upload and Download have chmod 750 on the server.
    My system is Debian 6.0 (squeeze) with Webmin 1.730.

    Ok, turns out this actually is an (incorrect) Webmin behavior change. It will be fixed in the next release.
