#3667 Change language, the login don't show right language

Reproduce:
1. login webmin, clieck "Webmin" -> "Change Language and Theme"
2. Select "Webmin UI language" -> "Personal choice .." -> "Simplified Chinese (ZH_CN.UTF-8)"
3. Click "Make Changes"
4. Press F5 refresh page
5. click "Logout" in the left corner
6. It must show Simplified Chinese characters, but it still shows "Logout successful. Use the form below to login again."

In session_login.cgi the code is:

}

    That is actually expected - the "Change Language and Theme" page is for changing the language for just your current login, and so doesn't apply on the login page. The place you really want to adjust is at Webmin -> Webmin Configuration -> Language.
