The feature "Restrict new zone files to directory" does
not work as I would expect, when combined with the
option to only allow editing in this directory. When
these two are added, you can edit files that exist
already, but when you create a new zone, it goes into
the base instead of the specified directory, and then
you can not edit it. If you manually specifiy the
filename, it of course works. But I would expect that
the automatic file naming would use the specified
directory for the automatic naming.

I added one small change to fix the problem in the
create_master.cgi...
