#2220 Can't set permissions on user home directory

Using Webmin 2.220-1 on Fedora Core 4, Webmin will not use the
configured permissions for the user home directory. System is
configured (FC4 default) for 0755, Webmin module configuration
shows 0755, but directory is created with 0700. This prevents
www and ftp from working and requires manually resetting the
permissions.
