#1676 hitting save generates error

Hitting save anywhere generates an error:

"Error - Missing Content-Type Header"

also after configuring the apache module correctly it
reports the same error and refuses to show any page.

I am on LFS linux 5.0 with mozilla 1.8a

the miniserv.error file is filled up with similar errors:

Malformed UTF-8 character (unexpected end of string) at
/opt/webmin/miniserv.pl line 1775, <PASSOUTr1> line 1.
