Database creation is only working for local databases. In "install/PostgreSql/10_make_tables.sh" and "install/PostgreSql/20_acl_make_tables.sh" the line

"psql -q -f - -d $db_name $* <<END-OF-DATA"

should better read:

"psql -h $db_srv -U $db_user -q -f - -d $db_name $* <<END-OF-DATA"

The variables $db_srv and $db_user shall be incorporated into install/db.conf. The file reads:
# See also application/config.ini

# bacula settings
db_name="bacula"
# for Sqlite only
db_name_sqlite="/var/bacula/working/bacula.db"

# CHANGE_THIS
db_user="bacula"
db_pwd="xxxxxxxxxxxx"
db_srv="server.example"

# Webacula web interface settings
webacula_root_user = "root"
#
# CHANGE_THIS
webacula_root_pwd="xxxxxxxxxxxx"

afterwards.

    docs/txt/install.txt

    If your DBMS is running on a remote host, specify the appropriate option
    on the command line, for example, MySQL:

    ./10_make_tables.sh --host my.domain.tld
    ./20_acl_make_tables.sh --host my.domain.tld
