Check if file exists locally.

Hello.
Is there a way to verify if a file exists on disk?
I'm downloading rather large files but sometimes execution hangs and I need to restart the process.
I would like to check if a file already is downloaded in order to skip it.
Also is there a way to skip the file that's hanging the execution?
Some kind of timeout maybe?

Are you calling webharvest from java or from the standalone client?
