[Web-ftp] web-ftp not loggin in on Redhat 9

I just installed Redhat 9 right out of the box and updated as per their= update program. When I try to use web-ftp on the machine I keep gettin= g "Remote user timed out at /var/www/cgi-bin/web-ftp.cgi line 607. Redhat came with the Apache web server and it is working fine as far as= I can tell. I do not think it is a Net::Ftp issue, because if I turn off= the port 21 on redhat, the web-ftp.cgi will respond that it could not conne= ct Net::FTP. If I put in a bad password, or restricted user, web-ftp know= s and tells me. The only problem is, when I do login as a valid user the= script just sits there and then times out. The FTP service shows the u= ser as logged. This is with the local server, or if I try to use a remote server. Any help would be welcome.
