  Well... that is odd... PATH_INFO should be there so long as 
you are within a session and using apache... you are connecting
to webftp.cgi first, then have webftpc.cgi set in the config right,
you are connection to webftpc.cgi as the first step? Cuz that will
fail like that, probably...
