First off web-ftp uses fork()... which though windows perl now supports fork, I have heard varying things about it. That probably isn't the biggest problem. The biggest problem is probably UNIX domain sockets, socket connections through a local file interface, which I do not think is supported under windows. I don't know of anyone getting Web-FTP to work under Windows, but that doesn't mean it hasn't happened.
