#7 Change paper removal notification

When a paper is removed by the convenors, do not
automatically send an email to the reviewers. We often
removed papers when authors notified us that they could
not attend even after the review was completed. In such
instances, the reviewers received confusing
notifications from WCMT to stop the review process,
even though it was complete. A simple solution would be
to change the message to say something like ‘The author
has withdrawn their paper and we thank you for your
valuable input to the review process etc’. The current
message is a little cryptic.

Suggest 2 parts:
* Provide an extra check-box "Do not send an email to
reviewers"
* reword the email notification
