#15 Increase session organiser review access
It would be very useful if session organisers were able
to have slightly greater capability in the review process.
It would be very useful for session organisers to be
able to:
1. enter information on the behalf of reviewers without
having to log on as that reviewer;
2. autogenerate username and passwords for reviewers
and authors who have lost their own;
3. upload papers on behalf of authors;
4. delete papers when authors have indicated that they
are not able to submit a paper.

Consider 1 and 3 closely - there are good strucutural
reasons for linking access to role/login
