#11 Separate include files from secure area

The secure area requires various files (e.g.
reg_article_rel, reg_article_auth, reg_part). These
file s link (eg via include or link) to basic files in
the core wcmt area (eg conf/mail_reg.txt, conf/mysql.txt).
If the secure (https) and non-secure areas are
separated, then an explicit path may be required to
access these extra files. This is undesirable.
