#3 Qualifier and flag consistency

How is consistency maintained between qualifiers and
keyed and association flags in CIMClass? What if the
class has the Association qualifier, but the
association flag is false? What if the class doesn't
have any keys, but the keyed flag is true, or has keys
and the keyed flag is false?
