The problem with that, that I see, is that with WASTE you connect directly to an IP and it is encrypted. If you use tor, your IP will change more frequently and thus destabilize the network if everyone is using that feature. In short, it seems a bit redundant to me. Now, sure you could do it but you are supposed to trust the other users as it is and you can up the encryption as it is.
