#8 Create webhook for Github / BSData / wh40k

Webhook for two repos:
1. Triggered by a commit in master (push, merge - any) in Github / BSData / wh40k and repo with Aeldari - Ynnari (non-merged)
2. Verifies if any of affected catalogs is changed
3. If it is, runs tool and commits changes.
4. Pushes into master

In addition, what is required:
1. Server?
2. BSData admin approval?
3. Installation script?
4. Update script? (webhook for this repo?)
