I wonder if they're truely missing or that the script to make
peasants without buildings and enough resources to start a
new town change type. (They're a different unit type in the
save game/pud?)
I'll go into War2x editor and see if the attack peasants even
work. :)
I think all that's needed is to create the script but it's not
done.

In the SVN version attack peasants exist, but they shouldn't have the possibility to harvest (easy to change in units.lua) and their right click action should be attack. Furthermore, in the peasant uprise campains, these orange peasants seem to be normal peasants instead of attack peasants. I think this should be changed in wartool.c.
