#28 Reinforcements for the other side

V 1.2.0 When playing French, I ended up with Austrian
infantry on the reinforcement pool.
Likewise when playing Allies I ended up with Minor
French cavalry in the pool. There is code to clear all
unit build when a capitol is captured but this does
not appear to execute.
