Rama Shankar, I think WANOS will give give you best sollution on WAN connection. I have the personal experience with them that they are really expert in WAN neiworking . So I think you have to visit once.

WANem doesn't "install" on an OS. It's better think of it as another computer that you need to send traffic through so that it can be altered. The other computer can be physical or virtual. You could run VirtualBox with a machine running WANem and have your Windows7 host run traffic through it.
