What is the maximum delay you can reliably set with this tool? Does it vary with the network speed? I'd like to simulate a 30 second latency delay, but am not sure if this tool will meet my needs. Speed can be as slow as ~2000 bytes/second.

The tool does not allow setting any delay in excess of 10 seconds. It appears to be a limitation of underlying tc.
Yes you are right. In fact WANem GUI reports an error!
Actually It is a WANem imposed limit :-)
