Wampserver 3.1.9 works perfectly under Windows 7 and Windows 10 1903 64 bit.
This shouldn't be a problem with Windows Server 2016, but to be sure, you would still need to have this version, which is not my case; so the best way to find out is to try it.
On the other hand, the only Wampserver support is done via the forums: http://forum.wampserver.com/index.php
