localhost refused to connect

Hi,
I am getting this error each time.

I have two pcs, my website works fine on one of the pc.
Both pc have same configuration -Windows 10 (updated latest)
Running same version of WampServer 3.0.6

All setting same (copied).
However, I am getting same error each time.

"localhost refused to connect"

How to solve this issue?
Please help out.
