#13 Could not execute localhost

System information:
• Windows version is 8.1
• Does not matter if I use 32 or 64 bit makes no difference. I have tried them both.
• Version WampServer is 2.5 (Again, trying both versions 32 or 64 bit)
• Apache Version: 2.4.9
• PHP Version:5.5.12
• MySQL Version: 5.6.17
• Having the problem of not starting, the icon color is Yellow

Alert window stating,

"Could not execute menu item (internal error) [Exception]
Could not perform service action: The service has not been started".

What do I do now?
1) (I also have [re-started] the DNS client settings in the Services file (local)
<< Control Panel\System and Security\Administrative Tools\Services\ DNS Client>>
2) Selected the YELLOW WampServer icon:
a) started all service
b) re-started services
c) tried to select "Put Online" with no resolve

Did you try to Test Port 80 - to see if you have something else running that is grabbing port 80. I have found the skype version on windows 8.1 will often grab it.
