Change the udef str's to use MySQL

Currently this consists of:

lastban (Which I do actually think we can leave in the
channel file)
qbans (I'm actually thinking of totally removing this
feature, it's seldom use, considering the bandwidth cost)
lastpart (we can leave that too, I suppose)
lasttopic
Topic divider (limit to 5 chars and it should be fine)
Quicktopics
Welcome msg

I'm going to change the quicktopics to MySQL at some point...

For now the qbans is an optional feature.
