#1 Gforecast-0.4 compile missing file

I was attempting to compile Gforecast-0.4 under FreeBSD
4.3-STABLE. The configure goes fine, but when I go to
build it, I get the following:

Making all in macros
Making all in po
Making all in intl
make: don't know how to make ../econfig.h. Stop
*** Error code 1

Stop in /tmp/chip/Gforecast-0.4.

Near as I can tell, there is no econfig.h anywhere in
the distribution. Is this supposed to be generated by
configure? or it is simply missing?
