The following error was reported in a private email.

When I click on the 'wacssetup' link on the initial page to complete the
installation, apache is tossing out the error

it seems that is error is coming out of Perl5, but i have installed the
WACS on my system before and had no issue...

The ::1 response here is the shorthand for localhost in IPv6. This would be 127.0.0.1 on all earlier Linux distributions.
