#48 Promote -no-graph to "full" option patch

This patch makes the -no-graph a full-fledged option meaning
that it can be viewed via the options panel and saved/restored
to/from the config file. Note I don't know if this is meaningful
for a non-English, w3m version so I guarded the change with
conditional compilation. Additionally, if it is usable for the
Japanese version then I will need some help with the display
string. :,) And finally, I discovered the need for this under
Cygwin, but I think this change should be useful for other
platforms too.

BTW, I was amazed at how easy it is to add options to w3m
(in a completely data driven way) -- very nice design!
